Calapan, Oriental Mindoro — The provincial government of Oriental Mindoro and Malampaya Foundation Inc. (MFI) signed on September 27, 2017 a memorandum of agreement (MOA) to cooperate in the training and job-linking of over 260 vocational scholars from various coastal municipalities of the province and aim to provide fishing communities with alternative economic opportunities through employment.

The programs Bridging Employment through Skills Training (BEST) of MFI, and Pangkabuhayang Dalubhasaan ng Bayan (PANDAYAN) of the provincial government, which have identical goals and objectives, seeks to train qualified individuals in various in-demand technical skills and linked to employment opportunities. The BEST-PANDAYAN partnership of MFI and Oriental Mindoro dates back 2009.

The MOA was signed by MFI chairman Rufino Bomasang and Oriental Mindoro provincial governor Alfonso Umali Jr.
